It also spotlights state ARP spending plans in 12 states.<\/div>\n<div><\/div>\n<div><\/div>\n<p>&nbsp;<\/p>\n<div class=\"p-rich_text_section\"><i data-stringify-type=\"italic\">CASEL does not direct the way states and districts spend federal dollars.
